Cancel the pending transfer of a site

Withdraws the open transfer invitation of a site, so its emailed link stops working.

This is Cancel invitation in the Manage transfer dialog. The link in the email stops working at once, and the recipient is not told. It withdraws the latest invitation for the site, whoever in the workspace sent it, and needs the Transfer projects permission.
It is refused when the site has no open invitation, including when the latest one already expired or was accepted.
